Our Commissioners


John Eilering

Board President

Elected to the board in 1997, Eilering has served in numerous capacities for the past eleven years. During his tenure, Eilering has chaired the Resident Aquatics Committee and the Compensation Committee as well as serving as Park Board president, vice president and secretary.

He and his wife, Delight, have raised two children and have lived in Mount Prospect for over 35 years. Eilering is currently the president of Mount Prospect State Bank and has over 40 years of experience in the financial services industry. His community activities include membership in the Rotary Club of Mount Prospect, the Mount Prospect Jaycees, and serving on the College of Business Advisory Council at Harper Community College.


Thomas C. Reese. M.D.

Vice President

With 15 years of service on the Park Board, Reese is currently serving as Vice President. He has served as Board President from 1993 to 1996 and again from 2000 to 2003. Reese was also President of the Mt. Prospect Parks Foundation, 1996-1998.

He and his wife, Gayle, have three children and have been Mount Prospect residents for over 25 years. Reese is an internist who works in occupational health. He also takes a lead role in the Lutheran Church of Martha and Mary's Mission Team.


James Graves

Board Secretary

Graves was elected to the Board of Commissioners in 1995 and currently serves as Board Secretary. During his tenure as commissioner he has chaired both the Golf Advisory and Future Directions committees and served a five year term as Board Vice President and has also served as Board President.

He and his wife Judy have three children and have resided in Mount Prospect for over 45 years. Other interests include membership in the Frank Lloyd Wright Preservation Trust and the Carleton College Alumni Annual Fund. Graves recently retired from JP Morgan Private Client Services.


William Klicka

Board Treasurer

Klicka became a commissioner in 1995. He was Treasurer of the Board from 1997 to 2003 and again in 2005 to present. While on the Board he has chaired the Building and Grounds Committee.

Klicka and his wife, Shirley are Des Plaines residents for over 35 years where they have raised five children. A former owner of a local retail shop, Klicka is also affiliated with the Mt. Prospect Park Foundation as well as the Rocky Mt. Elk Foundation and is an active member of St. Zachary's Church.


Julie Caporusso

Board Commissioner

Sworn into office in 2009, Caporusso has lived in Mount Prospect with her husband, Dan, and their two daughters for over 24 years. During that time she became acquainted with the Park District through her daughters, who have participated in a number of District programs ranging from ballet and soccer to golf and swimming.

Prior to being elected park commissioner, Caporusso served as Superintendent of Recreation at Prospect Heights Park District for 13 years. She presently oversees their Preschool and is responsible for staffing, budget and curriculum development for the program that serves 2 ½ to 5 yr. olds.

While living in Mount Prospect, Caporusso has been active in the community by serving as Girl Scout leader; chairman of Character Counts! at Lions Park School; basketball coach and a member of Prospect High School's Booster Club.


Timothy J. Doherty

Board Commissioner

Elected to the Park Board in 2001, Doherty lives in Des Plaines and has been a Mt. Prospect Park District resident for the past 26 years. He has served as Board Secretary and Vice President. He has chaired the Recreation Committee and served on the Conservatory and Future Directions committees.

Doherty is a current employee of the Des Plaines Police Department. Other affiliations include director of St. Zachary's Augustfest, volunteer with the Des Plaines Police Explorer Post 142, and Assistant Scout Master of Boy Scout Troop #160.


Gary Grouwinkel

Board Commissioner

Grouwinkel joined the park board of commissioners in 2001 and has served as its treasurer from 2003 to 2005.

Along with his wife, Diane, and their three children, Grouwinkel has been a resident of Mount Prospect for 30 years. He formerly served on the coaching staffs of York High School, in Elmhurst, and Prospect High School, here in town. Prior to that Grouwinkel taught and coached football on the college level. He is an active member of the Mount Prospect Lions Club.
